I would think it would be fine. birthday or no birthday if it is just a peck on the cheek as friends.

Of course kissing a friend on the cheek on her birthday or any other occasion, for that matter, is appropriate!!! As you go into hug her give her a quick peck on the check and then wish her a wonderful birthday. Don't believe me then read on...

If you feel awkward about it then it's going to be awkward, so just relax it's really not that big of a deal. Most guys wouldn't do that to their close friends who are girls...because they worry people might think their "girly"/not macho or that there's another meaning behind the kiss on the cheek. I think if you do it you'll look like quite a gentlemen [think Cary Grant, David Niven (the first James Bond)] and caring friend.

Depends on the relationship.
In most cases a friendly kiss its okay. But if you're not sure a hug would be okay too. Maybe give her a hug, say happy birthday and give her a big friendly kiss on the cheek. Make it into a game, have fun with it. Don't kiss her like you want to make out with her...

Yes, it is a great sign of affection and there is nothing a wrong with a kiss on the cheek even between friends.

in my view, i'd be greater gentle with purely a hug, yet once you 2 have some severe chemistry at the same time already and you purely recognize / experience he does not techniques the kiss, decide for it!

Tough one to answer. My instinct says yes, but if she's not the type to appreciate close contact like that from a friend, then it could cause problems, you don't want that. Go with your gut instinct, it's seldom wrong.
