They have a game where the 2 worst teams in the bracket play for the 16th seed in one of the regions

They are gonna be eliminated first round anyway

A few years back they set the at Large bids at no less than 33. They now have 32 conferences that receive automatic bids. So If some schools were to break away and form a new conference they would increase the tourney to include it.

because they added an extra conference, and the winner of that gets an automatic bid.

So instead of forcing an At Large bid out for that automatic bid, they just created one extra!
