y = 4(x + 2)
y = 4x + 8

The equation of a straight line is: y = mx + c

Entering in your values of y = 0, x = -2 amd m = 4 gives:
0 = 4*(-2) + c
0 = -8 + c
c = 8
Therefore, equation is: y = 4x + 8
