hmm, not sure really, you could say in your into
International relationships are viewed as the greatest importance to the united kingdom. Maybe in the beginning of your essay, talk about international relationships right now and what state they are in.
Then you could talk about uk's relationship with both euope and united states, giving a balanced argument and in your conlcusion you will finally work out whether the uk views both as important or favours one over the other.

I would think that Europe because together the Europen Countrys hold more power then the United States. the U S A being a very big powerful state is always frendly with any country that can help them fight for what they want there needs come first, while i think that Europe looks after there own first they always try to get things done with out the treat of war.

You always write an into by combining two elements -the hook which is at the start and gets the reader to want to read the essay and the thesis which should state what the main idea is of the essay without actually stating it.

You mean that by realist, Structuralists etc. right? Then you can start with a historical breifing that it used to be collonies (US and UK) and UK demonises other European countries in the Monarch rule times, and hence many wars and it is more realists back then, but argue after 2nd world war it is more structuralists - birth of EU, league of nations etc, trade between US and europe.
