Biography magazine no longer exists. While it did indeed only go to club members as of 2004 and went from monthly to quarterly - they did away with it altogether in favor of their website a year or so ago...

IT IS NO LONGER BEING PUBLISHED as a stand alone magazine, you have to be a member of the biography club to receive it, please refer to their subscription message listed below:
Biography Magazine was a spin-off of the Biography series on the A&E Network. Each issue included portraits of history makers and personalities, stories of the extraordinary acts of ordinary people, and biography reviews. Biography Magazine will no longer be published as a magazine, although beginning in 2004, Biography Magazine will become part of the Biography Club, which will only be available to club members. If you have questions about a current subscription, or the Biography Club please contact 800-666-9264.

Go to the site if they have one and you will probably find a subscription address. And usually the magazines you buy, inside them you`ll find a mail-in card that you fill in to subscribe to it.
