What you have my friend, is a grower. Check the article below for more info. It's still small though but like they say, size doesn't matter, it's how you use it.

Yes it is normal, because its a penis that gets erect, but it is not average in size, which mostly fall around 5.5' and even more so from 5 to 7' , but that dosent mean that you cant have sex or anything, in all honesty if you were 5' then it wouldnt really look or feel any different, and if your 12 years old or so your actually average, when i was 12, 13 years old i was about 4' and now im not, so if your young dont worry about it, and if old then the same, its not the size its the motion of the ocean, i guess the only real problem now is how does the ocean move, lol, so live with what you have, and dont listen to some of the idiots that wrote to you, there probably not much larger.

If it's 4 inches erect I wouldn't worry. That will serve to pleasure (remember that the most pleasurable area for a female is only like 2 inches in, if that) and it will serve fine to reproduce. And I'm sure you can masturbate fine. As for the soft size, as I've said before, as long as you can urinate fine with it, it's fine!
You're a grower, as another person said, meaning you're small when soft and grow a lot to get erect. On the other hand there's show-ers where they look large when soft but don't grow much when erect. I wouldn't worry about it. If you're young you can still grow, too.

If you're an inch flaccid, the growth rate is average. If you're asking if your size is considered average, than no. The average would be six. Although it's in the motion not the notion.
