to: toward, at, upward, inward, outward, onward (to)
they: this depends entirely on what "they" you are referring to.
You can only make these choices based on what you intend to say. You have to rely on your intention to get your result.

going - traveling, flying, sailing, walking, heading for.
wants - would like, wishes, needs, must have.
to - towards, in the direction of, as far as.
they - the people, the men, the women, the kids, the animals, the stars. It depends who you're talking about.
