Two ways: push control-alt-delete keys simultaneously and select shut-down in the window that opens. If no window opens -- unfortunately you depress and hold the start button until the computer quits.

click on the start menu , click turn off computer, and then click restart. Unless this is not what you really meant. (Do you want to restore your system instead...?)

If you mean it won't turn off, just hold the off/on switch down for a few seconds and it will turn off

Disconnect power adapter, then pull out battery.

Re-insert battery, re-attach power adapter.
