I find that irritating and would never do that with my daughter. With all the perves in the world...geez...

If they are babies its alright

But after about 3-4ish they should start dressing them properly

I would say your neighbor's daughter is nearing the cut off age. Of course, it's a personal decision and everyone's going to have a different opinion, but I have a 4 1/2 year old daughter and I don't let her out without a shirt. I also have 2 year old twin daughters, and they often go out in just a diaper. I guess the distinction is that when a little girl is a baby, it's ok, but when they start to grow into a child, the clothes need to stay on. Now, my daughter being without a shirt doesn't bother me, but I know that there are a lot of pervs out there, and I don't want someone driving by and ogling my kid.

I don't think there is anything wrong with a little kid running around naked or next to naked. Once they hit a certain age though, then it is not right. When I was little I used to run around outside naked until I was about 3, lol.

I'm irritated when boys don't wear shirts...Frankly, I don't want to see either! A lot of men have bigger jubblies than I do! I don't want to see it!!!
