yes i agree with he 1st person..you do this by contacting your mobile network for example o2 or orange etc.. or even visit your local network store and give them the telephone number and ask them to block it..
i have had this problems many times before and this is the way i have been told to do it
either that or ask for a new number, this is sometimes free if you have been having harrassing phone calls etc,but some companies might charge a small fee

if your a prepay customer there is nothing you can do apart from changing your number (do this with help from the police - get a crime number to solve it)
if your a postpay (contract) customer you can block them (well on vodafone and orange you could )
call your provider im certain they can advise and help
also i know some samsung phones have a block list where you can block sms/mms/calls from numbers but i know thats on newer firmware handsets

Either go onto your service providers website or call them and give them the number you want to have blocked.

im not sure u can just frm ur handset i had a simular problem and was advised to ring my phone company which i did after explaining the problem they blocked the number for me and ive bin hassle free ever since!!! goodluck x

i am not sure about barring a certain number
i work at carphone warehouse and we dont offer this option
why dont you phone the person who keeps phoning you they may have the wrong phone number

yea i havea sidekick 3 call the company and give them your info and number and then tell them the situation and give them the number you want to block and they will block it(mark mine best answer)! hope this helped!
