The party affiliation plays a huge role in the organization of Congress. The party that has the majority control in the congress gets to make ultimate decisions, with the minority party present as well. This is the type of organization of the congress with a majority and minority party present within it. The main function with party affiliation comes to play when it is time to vote on certain issues. A member of a certain party will hold on to the values of that party and this affiliation will influence his decision. If this party had majority of control in Congress, then would stick to their views on the matter and this would end up becoming the end result. The majority party also has the control to oppose or favor some Presidential decisions, according to whether their president is of their party. This affiliation would make them opposed to the President’s view, if they were of a different party.

Absolutely none, according to the Constitution. Nothing in the Constitution even mentions political parties.

The Constitution only specifies that the House will elect a Speaker, and the Senate shall chose a President pro tempore.

Nowadays, there are two parties that have effectively divided up the country between them. The Speaker doesn't get chosen by the general populace of the House, because each whichever party happens to be in the majority demands that the Speaker be elected from their own party.

Since the minority party cannot by itself muster enough votes to elect a majority candidate, and such each political party requires its members to only vote for someone of the same party, the whole system has been hijacked by partisanship.
