I think Bleach and a good detergent with do it, But I'm not sure if you should soak them, I don't know what that would do to the wood. So If you want try to use the Bleach and detergent and a paint brush, and dip the brush in the solution and paint them clean. When you finish use White Vinegar and water to rinse them.

You're not supposed to soak wooden blinds. Try spraying Windex or Murphy's Oil Soap on a clean, absorbent cloth & clean each slat, one at a time. It'll take a while but it'll be worth it. Clean the cords the same way but use a clean cloth.

Soaking will ruin the wood. There is no easy quick way to clean the blinds. I suggest you use windex on a clean cloth and do each blind seperately. After you finish cleaning them to sparkling clean put a coat of wood cleaner that coats the slats and will preserve the finish.
