Use image-editing softwares such as Adobe Photoshop, Macromedia Fireworks, Illustrator, etc... There are so many ways. You could get inspiration through looking at other people online work.

The most easiest way is to do outsourcing, there are many people out there willing to design posters for you if you are willing to pay them.
