How did this woman get in charge of his SSI check?

Are there any other family members that know what is going on? Check in the city you live in and see if there is a social service agency for elderly (most cities have one). Get someone from Social Services to go with you to check on him so you have some back up proof of what is going on.

You may need to go to court and get a court order putting some other family member in charge of his finances if he is not able to handle it himself.

I'd start with social services though.

You should visit him if you can, and if he is left alone with utilities cut off Contact Social Security and your elder services in his town. If he is being ripped off by the administrator of his money, you can get the SSI sent to a trustworthy person and that woman arrested for elder abuse and theft.

Ask a neighbor to check if you can't go.
It takes an actual person checking and finding problems before you can submit a report of mismanagement and elder endangerment.
Although some states do have elder protection departments in their social services programs, who could do a check on him.
