On the sims 2 (pc), is there a way to change their hair, makeup, etc. Because when my toddler becomes a child it always gives it stupid hair and stuff.

Yes, there is a way to change all of that =P Simply buy a mirror, have the child you wish to change selected, click the mirror, and choose "change appearance". You can change their hair, makeup, hair color, and whether they wear glasses or not.
Edit: If you want to change their clothes, since I know those come out stupid sometimes too, you can buy the child new clothes from a community lot. I don't know if you have to have the Open For Business EP to do that, since I bought OFB and the base game at the same time.
