For my 17th (which was less than a year ago, so I'm not going back ages) I just invited a load of friends over and I had a BBQ in my garden. It was June though, so the weather was a bit better. If it's in a few weeks you could try having a dinner party. If you have a relative or know somebody who is a really good cook (or if you are yourself) just have a nice "civilised" dinner in doors. Invite as many people as you can fit round your table and get them all to dress up in dresses and suits, get some nice wine and some after dinner games, and you're away.
It's also really different to usual parties, and I promise you it's brilliant fun

Slumber party. Rent a couple movies with your favorite story line or actors. Is there a certain night that you all have a favorite tv show? You could use a kareoke out fit and each of you practice a song for that night and all three do a song together. (make a tape?) Get soda, chips, snack foods, salad, pizza, etc for the night and bakery goodies for the next morning. (better get extra bakery stuff or make an extra big cake, since everybody will want sweets all night long.. lol).. With a couple throw away cameras you can do before and after pictures of make up jobs and hair styling. If you can scrounge the second hand shops, try to find a wedding veil to take pictures with too. Invite others only if you all three agree on that person and don't make your guests bring presents because they would have to buy three. Friends can bring sleeping bags to lounge/sleep on. It would be best to make sure the parents are nearby. A girl party can be attractive to wrong doers so parents hiding out in their bedroom is a good idea. These are a few ideas that my daughters used for overnighter partys.

17th Birthday Ideas Girl

When my eldest daughter turned 16 . . . Her dad and I took her to a nice little italian restaurant with her thinking that we were going to all have dinner there. When we arrived she was surprised to see several of her friends. We informed her that we were leaving her to spend this time with her friends and to call us when their enjoyed dinner and time together was through. They ordered their food off the menu, talked, had fun. We had notified the restaurant that we were doing this and paid the bill when we picked up the girls. Mayde do reverse thing and you be at the restaurant with your friends thinking they are meeting only you for dinner. They discover more and more friends arriving. Kind of a reverse surprise party only your friends are surprised. You are giving yourself the 'gift' of having a fun surprise with your friends and all of you end up enjoying a fun evening of dinner, conversation and laughter. An added thought...arrange it ahead of time time with your friends parents and have your friends come over to your home after the dinner for a sleepover. Gifts not important here...time with friends if the 'gift'.

I have two daughters (now 17 and 20)...I've done both these ideas with them and it was creative, different and fun.
.
Another idea is to have a 'breakfast birthday party'. Have your friends come over to your home early (about 7:00 a.m. or so) while still dressed in their pajamas. When they arrive enjoy each others company, have fun, girl talk, laugh, have your parents prepare breakfast (or you and your friends cook it yourself if want). This is sort of a spin on a sleepover. Something different. Maybe about mid to late morning all of you go out for a movie. Party goes from early morning to about mid to late afternoon...then all go home.

Do something different.

Play paintball

It's such a laugh. Many girls are affraid because they think it will hurt, but when you ask anyone who has played they would not take this element out of the game because it's what makes it exciting. It only stings for a few seconds.

Some places offer special chest and back protectors for ladies. Gloves, full head protection and knee pads, all make the game more comfortable for girls.

Try Urban Chaos Paintball

They have girl only sessions and will set the power of the guns to your liking.

although I'm only 13 a great idea for a 17 year old would be to just have a fantastic shopping spree or you could just go bowling, BBQ at dinner and a party, or you could just hang out in a limo (if you can afford one)
