Go into Control Panel > Sounds, Speech, Audio Devices > Change the Sound Scheme > Program Events and change the setting for "Start Navigation" to "none". Better still just select the "No Sounds" theme to turn off all sounds.

go to "sounds and audio devices" in your control panel, then click on the sounds tab, in the program events box scroll down to windows explorer, hi-light start navigation and under it there is a sound box drop it and choose none.

You may try another mouse and see what happen. This all I know.
