It actually is quite simple, and all you need is Windows.

1. Right-click on your desktop
2. Click 'Properties', this will open the Display Properties window.
3. Click the 'Desktop' tab.
4. At the bottom of the window, click 'Customize Desktop'.
5. A new window will open, click the 'Web' tab.
6. Click 'New'.
7. Click 'Browse' and locate a picture saved on your computer.
8. Each new picture you add will show up on your desktop.
9. Resize, move, overlap the photos as you like.
10. Go back to the same window and click the 'Lock Desktop Items' box when you are done.

It might be slightly different in other versions of Windows but the capability should be there.

Good luck.

Sure, just put the collage together with a program like
Paint.net(free)
http://www.getpaint.net/index2.html
or Photoshop(arm and a leg)
http://www.adobe.com/products/photoshop/
I use a program called Printmaster (that I bought a long time before I ever heard of open source/freeware) that works well for just your type of project as well as mailing labels, business cards, greeting cards and much more

but Paint.net should take care of Your needs

What I would do is use MS paint, and take the pictures and paste them on it and arrange it yourself... It will take a long time, but that is what I do and it works fine.
