like if i had a picture of a dog, and someone on photobucket was searching for a dog on image search. How do i make it so that my picture will be up there with all the other ones?

you have to make your pictures available to the public which you would do through your account settings
I'm not sure if you can make just one photo public and keep the rest private I think its a all or nothing deal

Be sure to accurately name and describe your images to make thenm show up in search results. That's the best way to make sure that they're visible when users do a search.
Also, as previously listed, make sure your images are public.
