I believe that all countries, whether underdeveloped, undeveloped, or developed want to get rid of poverty. How each of them goes about doing it is the real question.
Underdeveloped and undeveloped countries are naturally going to have a more difficult time doing so. With aid from NGOS, i.e. IMF and the World Bank, it's a start but not enough. There's even a great debate as to whether NGOs even help or hinder. The U.S. gives less foreign aid to these countries than almost all other developed countries in Europe and other parts of the world.
It's pretty amazing that the U.S. is one of the most powerful and richest countries in the world, and we have a difficult time ridding our own citizens of poverty. I believe many of us didn't really think about that much until we saw what happened in New Orleans after Katrina.
Perhaps one of the only presidential candidates addressing the problem of poverty here and around the world is John Edwards. It appears that the other candidates are immune to talking about it. If they are, I certainly haven't heard it.
Check out some of the books I've listed below if you want to learn more about the problem of poverty and how some are working to end it. I read these while in college and actual found them very interesting.

You should refer to governments, not countries.
A few governments (Scandinavia) have made real efforts to eliminate world poverty, but for the most part it is rhetoric, nothing else. Most of the developed countries in the world are more interested in "free trade" than in fair trade, which is the only way to tackle poverty.
A year and a half ago, the leaders of the G8 promised to work to eliminate extreme poverty, but they have miserably failed to live up to their promises and to fund the needed programs.
On George Bush's recent Latin American tour, he pushed for biofuels. Biofuels threaten to drive up food prices and to destroy tropical rainforests. The industry is dominated by a few large companies, so you can be sure that ordinary peasants will not benefit much from this new industry.

A question is either simple or complex - not both. I would say that most countries are dependent on a certain amount of poverty.

Yes, they want because it is in the interest of the rich that the poor becomes rich so that the rich can become even richer. But unfortuanately, most Govts do not know much about how to remove/ reduce poverty. And, when people expect govts to reduce/ remove poverty, the Govts. develop a vested interest in ensuring that this task always remain to justify the Govts existence. So, poverty is destined to remain always there.

Get rid of poverty? Then who would pay all the taxes to keep these countries going? The tax breaks go to the RICH and the burden is on the poor and middle class who see more and more of their much meager money go to taxation.

George Washington knew what he was talking about. If you help a government you become the enemy of those who oppose it and vice versa. Better not to give aid to anyone.
Cut off ALL foriegn Aid and all Foriegn Alliances.
They are what got us into the present mess.
