If you are in modular arithmetic, then in base 2, 5 is congruent to 7 and 7 is congruent to 9 (however, the real sign is 3 lines, not the 2 lines of an equal sign).

Maybe the question should be rescripted:

5 ? 7 and 7 ? 9
What is the relationship of ?

? is a congruence modulo 2.

the only thing I can come up is that you equal sign is mod 2.

i think it is 42 because 7 times 6 is and also for the second equation 7 times is

( note that it is always allowed to change the order of multiplication because of community property of numbers )
