A bill is a draft piece of law that's passing through a parliament. In the Scottish Parliament it can either be proposed by the government (the Scottish Executive) or by an MSP. There's then a process that a bill progresses through with various stages involving debates and votes by MSPs. If the bill successfully makes it through the process without being dismissed MSPs vote to decide whether the bill will become law. Once it's been decided that the bill will become law, it is known as an 'act' .
