Cutters cut themselves because they feel outcasted or different (in a bad way) to the rest of society. The past few years, many cutters have started when they were in school because they were not popular or had few friends or because people made fun of them. I don't know what cutters use to cut themselves, but if you ask me, even if you cut yourself and it doesn't bleed, it's still cutting. Contrary to the beliefs of many, not all cutters have psychological problems but after a not completely normal person starts cutting, they develop psychological problems. This may or not be related to the actual action of cutting in the first place, because cutters start cutting when they lose hope of becoming happy, and people who think like that will start developing problems. My personal opinion of cutters is that they cut because they did not adapt to the way they are treated. If they just let themselves feel sad and spend more of their time not making friends with people who don't have a completely bad opinion of them yet, then they just worsen their problem.

Do you mean like a person that cuts them self? If you do:

A cutter is person that cuts them self for many reasons:
~to punish themself for certain things
~for attention b/c they hurt
~to show their pain
~others are doing it
~it makes them feel better
~or (the worst in my opinion) someone that does it so they can get people to feel sorry for them and so they can brag about it.

A cutter can cut anywhere but usually it is on the arms(and other places where it can easily be covered up)
WHY?b/c they have some kind of problem
WHEN? whenever they can, usually when they are alone
WITH WHAT? Usually they use scissors or a knife or a paper clip or maybe their fingernails
*If there isn't blood, it still counts. If there is a mark, it counts. Also, i think it does even if there is little to be seen but that would be kindof hard to do.
*It is self-enflicted pain.

cutting is a form of self-injury. sometimes it is a manifestation of mental illness, such as borderline personality disorder, anxiety disorder, and chronic depression. other forms of self-injury include biting or ripping at the skin, burning with lighters and cigarettes, picking at wounds, and poisoning oneself with overdoses of alcohol and drugs.

the most common areas of the body to cut are the arms and wrists, though this should not be confused with attempted suicide. cutters are generally not trying to end their lives, but to cope with an emotionally painful situation.

there are a myraid of reasons why people harm themselves, and i could not even begin to explain them all. some people say that cutting makes them feel real or alive, or allows them to express anger without hurting someone else.

the most common instruments used for cutting are straight razorblades, of the type found in classic shaving razors, though people have used everything from kitchen knives to scissors to paper clips to broken glass. sometimes cutting is an act of desperation, and anything sharp and easily accessible will do.

there are no qualifications for cutting; nothing "counts" or "doesn't count." regardless of the depth of cuts or the amount of blood, cutting is a manifestation of emotional and psychological distress and should be taken seriously. often cutters begin by inflicting mild injurys and surface wounds, and then gradually progress to deeper cuts. EVERY case could lead to serious damage, scarring, and possibly accidental death. one misplaced slice could result in massive blood loss or permanent nerve damage.

i've heard people describe cutting as some sort of teenage trend, part of the "emo" scene. this is a dangerous misconception for several reasons:

one, people for whom self-damanging behavior signifies an underlying mental illness could be written off as "posers" and therefore not recieve much-needed psychological attention,

two, cutters might be less willing to open up to anyone about their habit, pushing them further into isolation and shame,

three, anyone who starts cutting in order to fit into a social scene has definite emotional issues, anyway.
