Let's say you are building a plant with a water effluent of ph8. If the river or stream you want to direct it into has a limit to it's ph, lets say ph7.5, you won't be able to put it into the stream without cutting the ph down.
Let's say you are building a gas fired plant that has cooling towers. You need to use a river for the cooling towers, you have to know what the extreme lowest flow of the river is. Your production is in direct proportion of the amount of water that is available to run through the water coolers.
How much CO2 are you going to produce, if the area you are looking at is already at the legal limit of because of other plants in the region, will you be able to buy a CO2 release licence by buying other plants CO2 allotments?
What are the taxes like in the area?
