How can I retrieve files from a computer that won't startup due to Windows config. is missing/corrupt?

My old laptop will not start. I can reconfigure, but do not want to lose my pictures. Is there a means to copy JPEG files to another storage?

When you turn the PC press the delete key and look for the first device.....the hard driver. Then press the enter key, it will give a choice of devices to be use as primary booting. Look for the CD Rom device and press enter. It will change to the CD Rom then try to save it and exit. If the windows disk (The program disk is already in the CD driver) it will ask you at the beginning of the page to press any key. You just do that, it will appear as you are installing Windows since the beginning, then it will aks you if you which to restore windows o you wan a new copy. You will chose to repair windows.
