I want to be able to resize by the specific dimensions ( X x Y , etc.).

Just about any good image software will let you resize images. I use one called GIMP (its very good and has features I havent even tried yet) best of all it is open source and free!

There are many others. If you have a camera the software that came with it probably allows resizing also.
Now gimp does not host so if you want hosting and image resizing try kodak or hp images.

Without a doubt the easiest way to resize an image would be on WebStarts, and it is also hosts websites. I highly recommend using Webstarts. For resizing an image all you do is click on of the corners of the image once it is uploaded and simply move it to the size you want it to be at.
