Yes the Position of switch ,for changing air flow does nothing.
Appears to be locked in windshield vent only,

You've lost your main vacuum supply to the mode selector switch. Defrost is the default no vacuum setting. Follow the plastic vacuum supply hose under the hood, where it goes into the heater box. Follow the other end of it, and repair as necessary.

Get ready to get upside down under the dash. Air exchange door is stuck due to rusted hinge or linkage or vacuum motor that operates the door is not getting vacuum.
