The link below is a story about a man in Seattle, Washington that died after having sex with a horse. According to the article, it is not illegal in Washington.

I'm sure there are lots of places in the world where there are no laws prohibiting it.
For example, international waters. Or many third-world countries with limited legal systems. That doesn't mean there is a law specifically allowing it, just that there is no law currently prohibiting it.

Neither Antarctica nor the open seas are regulated by the laws of any nation, since only that which has been outlawed by law is illegal it would be fair to assume that bestiality is legal in the open seas and Antarctica.

Many states do not have bestiality laws. Arizona does not. However, you could still be picked up for animal cruelty.
If you have to though, you could bring your animal friend to court and prove they like it............

If you are a republican you can make your own laws. Run for public office than you can bang all the animals you want.
