limewire and dial-up. ftw?

I'm using dial-up, and due to CO setup in my area, I can only get 28.1kbs. But limewire doesn't seem to use anymore than 1-3kbs no matter what it is I'm downloading from whoever. I've set the options to use 100% of my bandwidth. Why doesn't it go any faster? Is the program itself taking up bandwidth? When surfing or downloading off the rest of the net I get anywhere from 10-28.1 kbs. Is there anyway I can force my downloads to use all of my available bandwidth?
