I don't know if you would like Dead Can Dance. They aren't Middle Eastern or Arabic, but they have that "hookah" kind of sound with dark droning male vocals and wispy female vocals and similar instrumentation, I find it very exotic. They are wiccan/pagan. Some people think their music is evil so you would have to check it against your own beliefs there. If you like Dead Can Dance you will perhaps like Loreena McKinnett, she is does the tribal celtic stuff. In my mind it sounds a lot like Dead Can Dance.

The reason I'm throwing these out there, is because they have female vocals in kind of a chant sounding thing with rich exotic instrumentation, very earthy, underneath the vocals. In addition, the vocals, esp if you don't know the language, come off more as an instrument, rather than lyrics. Quite sensual.

There was another project, I can't remember what it was...but Alanis Morrissette worked on it. A compilation. There were quite a few unexpected guests on it, it was dark and meditative. Maybe you can find it. It sounded very Middle Eastern, it was a whole CD.
