You have been smoking too many strange vegetables. The IRS is a division of the Treasury department; and the income tax is authorized by the 16th Amendment to the Constitution and enacted by Congress as part of the United States Code.

It difficult to believe there are so many stupid people around, but this question just keeps coming up. I recommend you actually READ the constitution, then you wouldn't embarrass yourself posting something like this.

In particular, take a look at the 16th amendment which states:

"The Congress shall have power to lay and collect taxes on incomes, from whatever source derived, without apportionment among the several States, and without regard to any census or enumeration. "

No it isn't and no it is not privately-owned.

I have no other comment other than your premises are both wrong.
