Flooding happens when fuel condenses in the intake manifold. In bad cases you can look down the carburetor and actually see pools of raw gas. (not a good idea BTW) By waiting a little while the gas evaporates and the engine can start.

Wait about 30 minutes and try again. The reason is that you have filled the carburetor with to much gas "flooded it". Once you stop trying the gas slowly dissipates, evaporates and falls back down into the lines.
