Anyone who has net taxable income SHOULD pay taxes.

Those who don't are avoiding or evading and both will get you a hefty set of fines and penalities from the IRS (failure to file, filing late).

The tax courts uphold that it is not illegal to pay the minimum legal amount of tax for an individual's circumstances. Meaning, tax planning and strategies (as long as legal) are an okay thing to do.

Whether or not he pays taxes isn't a matter of concern for you. The IRS will not discuss another taxpayer's return with the public.

Rest assured however that anyone with such a high profile does pay whatever taxes are due. It's one thing to hide under the radar; it's quite another to get away from your due when you are a high-profile individual.
