Also, is it conveniently located for an international student who won't have use of a car? I'm only going to be there for a month and two days.

I've been to Buffalo 2 years ago during the summertime to visit my aunt and actually passed Buffalo State College many times. It is an inner city type of area and is mainly filled with blacks and hispanics, but is it dangerous? no it is not. It is a nice place to be, there are many (and i mean many) malls in Buffalo and great places to eat. Even though it is a city, having a car is a very good thing to have when you're in Buffalo. Niagra Falls is not near BSC as you might think it is, if I can remember correctly, I believe it took me a couple hours to get there, but then again I made a pit stop at the casino. Buffalo has had to put up with a lot of unjustified criticism. Yes the inner city went through some tough times in the 1970s but it has come back a long way. It is in fact an interesting city with lots of culture. Some terrific architecture including several buildings by Frank Lloyd Wright. The Albright-Knox gallery is maybe the best of its size in America. The Buffalo zoo is a classic example of Victorian rational entertainment.
Niagara Falls is nearby -- almost a suburb of Buffalo. If your paperwork is in order you can even visit another country; Buffalo is a border city with Fort Erie, Canada, across the bridge.

Summer is great in Buffalo. Not too hot, seems like there is a festival or special event every weekend and great concerts (many of them free.)

Convenient public transport although from Buff State you can walk to some great areas without difficulty. If you like modern art, historic architecture, great food, you'll enjoy your time in this wonderful city.

You'll be fine without a car. There is public transport to use. Do not plan on spending the winter as it snows out of control!!! It's close to Niagra Falls and it's beautiful! (Lots of flies in the summer though!)
