The only dippers I know are Big Dipper star form and the one in a barrel of ice water on a hot summer day. oh, and a double dipper ice cream cone!
Really I have no idea of what you refer to.

Is it someone who uses chewing tobacco? Therefore stereotypically someone from the south and into country music, rodeos and NASCAR?
I don't think it's racist on its own, no more then the term "Smoker"
I heard the term in the Army allot- but that was like 10 years ago, and used by people who did dip, and were looking for someone else who did ((Are you a dipper?) so that they could get some "chew".
