Is it bad that one bites the other's tail? I am not sure if they are male or female, and not sure what to do.

It could be establishing dominance or simply territorial disputes. Blue Gouramis are one of the more aggressive types, and typically it's a better idea to keep just one unless the tank is fairly large - large enough to keep a few and disperse aggression (50 gallons or more).

To answer the question, I'd remove one of them.

if you buy them at the same time observe them for 20-30 minutes to see which ones are getting along. if you bought them at different times always make sure you get a larger one second, this way the smaller one has established itself in your system and the larger one won't be a bully nor will it get bullied.

If u see a bully fish u should take him out of the tank of eles he may kill that won. put him in a diffrent tank by himself for a little bit so he'll lern his lesson if he contnues to do this I'd swich his tank for good

Gouramis are known to nip each other's tail. There really is muh that you can do, just watch them closely. Try feeding them when you see them nipping, maybe it will distract them.

They're establishing dominance. It's normal, but it shouldn't go on for more than a week. If that happens, they're probably going to fight forever.
