No. It changes. I read the stuff on Wikepedia, and I still don't really understand how they decide the date.

Chinese New Year, unlike the new year in many other parts of the world (US, UK, Australia, etc.), happens on different date from year to year.

For this year, 2007, it is celebrated on February 18th.

In 2008 it will be celebrated on February 7th.

Actually I should be using the word commence.

See, Chinese New Year is not just a one day event. It is actually and event that last 15 days into the New Year.
