Absolutely, just use the appropriate absorbency. Which means light periods call for less absorbent tampons. And change them often.

My problem has been that tampons get stuck when I have a light flow (near the end).

If you use tampons, don't leave them in for more than 3-4 hours because of the danger of a very toxic and deadly infection.

A 13 year-old should be able to wear a tampon fine.

Wear the lightest absorbancy you can get. You can also get ones made especially for young teen girls, which are smaller. Preferably, don't get scented one's. The box will come with a little booklet that explains stuff to you if you're nervous.
You should probably talk to your mom or other female older teen/adult about this, just to make sure you've got all your facts.

The person that said you will get TSS from wearing one so young doesn't know what they are talking about. You get TSS if you leave it in too long, no matter how old you are. This is because you're body isn't getting rid of the blood it was trying to expel. TSS is incredibly rare, so don't worry about it too much, as long as you change often.

No, honey, its not safe to wear a tampon so young. You risk a condition known as toxic shock syndrome. You can still swim wearing a thin pad, just like babies swim in diapers. Wear a pair of cut off shorts if you are concerned about the pad showing. You should be fine.
