remove the spark plug wire from the plug first before going on!!!!!!!!! once that is done try to rotate the blade manually. or press down on the lever on the handle that is the dead man switch. check to see if the dead man cable is working if non of those work call an expert

If ur mower has been left out in the weather, there is a possibility that the ball bearings inside the rope housing is rusted.There are 3 or 4 ball bearings inside that moves and wedges to the pully when the rope is pulled. Take the housing off and oil the area where the bearings are. That has always worked for me. But a bigger problem is that the mower has locked up and then u need a new motor of new mower.

There should be three or four screws in the top of the lawn mower holding the cord spool on.Pull that off ond straighten the rope out, Or you can replace the whole basket for about $15.00.

unbolt the cord assembly chances are when you put it away it had moisture in it then rusted once it is freed lubricate it

maybe it's rusted spray with wd40 and let set for awhile
