I know this sounds really weird but I have this 15inch flat panel monitor that I'm not using anymore and I was wondering if there is some way I can wire it to become a TV.

Simply no, not with your electronics experience. Just get a video card and a cheap computer with a rf in switch.

What the monitor is missing to become a tv is a tuner the only way you can do this is to get an old computer and fit a tv card that really is the only way

If you're planning to turn it into a TV you need a TV tuner. If you don't want to use the comp using a TV tuner card you have to get a External TV tuner.

You can get NTSC tuners for your PC and connect cable to it.
