No matter what your age, hon, when it comes to makeup, please remember that less is more...

With green eyes and blonde hair you're already pretty special.

Try, with a Q-tip, blending a taupe shade of powder eyeshadow on just the lower-half of your eyelid stopping at the crease & blending it outwards toward the place where your eyebrow ends. Don't use this eyeshadow on the area right below your brows. Please try to do this with your eyes wide open; you'll get used to this with practice.

With a soft lead medium brown eyebrow pencil, draw a very fine line on each lid as close to the lashes as you can get. Do this ONLY ON THE UPPER LID. This will make your lashes look longer.

Use brown mascara making sure your lashes are all separated not clumped together. Take your time with the mascara. Try Maybeline products; they're less expensive and good quality.

Please DON'T Tweeze your eyebrows until you can get a professional's help. Too many girls your age tweeze far too much of their brows off and pencil them on making them look like sideshow clowns. Avoid shaving eyebrows!!!

A good moisturizer to start with is Vaseline Intensive Care. Apply it to your entire face in up and out
strokes. Don't forget to use the moisturizer on your neck and partially onto your chest area, too.

Using a concealer as close to the color of your own skin as you can find & cover blotchy areas and under-eye circles. Blend the concealer by feathering the edges.

Use a muted tangerine shade of cream rouge applied high up on your cheekbones. Feather the rouge outwards so it becomes almost invisible. You never want to actually see the patch of color here.

Just a touch of lipgloss in a peachy shade and you're done.

The overall look when your finished should seem pleasing to you. If not, try the same instructions using different colors.

Makeup isn't supposed to be seen. It's only supposed to enhance your features.

Good luck with your practice; you sound like a lovely creature even without makeup!
IMHO

The first step in makeup is to learn what colors look best on you. I'm fair skinned, and I have trouble finding colors that dont bring out red in my skin. Try light pinks, copper or bronze toned browns, maybe even greens, to compliment your eyes. Black liner and mascara may work, but try brown, because of your hair color. Experiment with the colors. A natrual lip color works well on anyone, so just try a clear gloss on your lips. Powder foundations are great for younger skin, liquids just give you acne, which nobody wants. lolz. Good luck!

I would do a really light eyeshadow and i know this sounds lame but you are only 13. A little mascara because really at the end of the day if you put a hole bunch on it looks really kinda slutty and it makes ur skin not look as pretty as it is. I would do like a brown eyeshadow, or like little silver one(be care full with silver eye shadow not to much). Or just a little bit of liquid eye liner with a skin tone eyeshadow that looks really natural but cute. And really guys don't want to be around a girl with a pound of make up on. I would put powder foundation on your lips with a really glossy lip gloss it looks really cute. Good luck!

I would go to a make up counter at the mall and let them make up my face. Most of the time you have to purchase something but they may give you a break if you explain you dilemma. From there I would buy some inexpensive glosses, shadows, and pencils and experiment and see what you like best. Remember because you are very fair skinned you you don't want to over do it and look trashy. I love make up I experiment all the time and the more expensive brand is not always the better brand. Your make up depends on your mood, the occasion, and what your wearing. Hope this helps.

Browns are for everyone. If you want to add some different colours try copper, plums, purples (use caution because it can look like you are bruised if done wrong), pinks & greys.
If you want help playing and learning how to blend colours there are great books by Kevyn Aucoin that will teach you a lot. You can get them at your local library. You can also go to the MAC counter & ask them for help. You don't have to buy anything- tell them that you want to try out the look.
Just have fun. Make-up is a form of art, but remember to accent not cover up who you are.

recommendations for starting place: rather a lot any Revlon starting place will be reliable on oily epidermis, I extremely propose Revlon Colourstay. Powder: in my opinion love the Rimmel stay Matte Powder, fairly low-fee and extremely reliable at mattifying oily epidermis. Concealer: in case you want a larger insurance concealer i could say sequence 2000 lasting perfection concealer (besides the undeniable fact that that is largely accessible contained in the united kingdom) or Maybelline in good structure Me concealer. a reliable brightening concealer is the Maybelline Lumitouch (i imagine it truly is what it truly is stated as..). Blusher: i recognize each and each of the Revlon blushes, Bourjois are also truly reliable.

Hmm.. Light purple or light brown eyeshadow would look nice. And black mascara or eyeliner. But not too much. If u have too much it will probably smear under your eyes. ; )
