Part one of the novel Fahrenheit 451(ITALICIZED) is titled "The Hearth and the Salamander".

That sounds better. :]
So the book's title is italicized and the first section's title is put in quotes.
I remember reading that book. I found it painfully boring to read. The overall theme was good but it wasn't the most exciting novel I've ever encountered.

Number one.

Just use quotation marks.
The title of the whole book would be underlined. Parts of the books use quotes.
