I've been in U.S. for 3 years now and i got a 1400 (out of 2400) on my last SAT test.

Nope. Some ask for the ACT score while others do not require a standardized test. Link to the college you are interested in attending and look for "admissions requirements" to be sure.

Yes, they do look at the SAT Scores. Apply to colleges that look for low scores like that.

Most colleges do. Only colleges that specialize in one area where and SAT wouldn't be helpful (culinary school, seminary, etc) don't look at SAT scores.
