LATER: I went through the U.S. Constitution (which I should have before), and everyone's right: there isn't an amendment. So, anyone who wants to read the last words of former Sen. Tom Eagleton might be amused when it's mentioned that he introduced the bill that stopped the bombing of Cambodia.
And people wonder why I don't take politicians seriously... Still, thanks for your input, guys. Everyone's individual effort has helped to set me straight on this.

First, Vietnam was not a war, as defined by the Constitution. There was no formal declaration of war by Congress.

Vietnam ended when Congress decided to defund it, and when the administration stopped sending troops over. And yes, either of those could be applied to the current conflict in Iraq (also not a war by the legal definition).

There was no "constitutional amendment" to end Vietnam. We pulled out of Vietnam when our government refused to fund the war any longer. I wish Congress would do the same in this situation -- cut off funding for the Iraq war so Bush would have no choice but to bring the troops home.

Considering NIXON had been elected in 1968 and again in 1972, it is clear the change in the voting age did nothing to change US national policy in regards to Vietnam.
