But, it's not a rope, it's an elasticated cord.
And it should be attached at waist, knees & ankles to spread the decelleration forces.

bungee jumping, or stupidity--take your pick. Extra stupid if the rope is indeed a rope and not a bungee cord! Also, bungee cords go around your ankles, not your waist.
