I've taken the old driver and modem out of my system, shut down and done a cold reboot to make sure nothing shows up. I shut the system down again and install my new modem and restart the computer and I'll be danged if my system doesn't detect my old modem. It detects the new one also but installs the old one. How can it do that if it isn't even in there? Can anyone tell me why that is? My old modem is a Lucent Win Modem and my new one is a Diamond SupraPro Max PCI 56k v.92
Thank you all in advance.

Is the old modem a built in one? You could try disabling it in device manager. Also have you checked the install folder for the old modem's drivers, not all uninstalls take out all the files, it could be that it's left a crucial file and is making windows think that it's still there. Try running a search for all the files related to Lucent and if you're confident enough remove all lines relating to it in the registry too. Good luck.

This situation almost always occurs because of the Lucent Win modem not uninstalling its drivers properly if you have run "LTREMOVE" from the run command line there is a errant line in the registry still referring to the drivers. There is a way to force Windows to re detect every piece of hardware in your system although this should ONLY be tried if you have access to all your hardware's drivers and settings. I mention this only because it can be the resolution to your issue however it is a dangerous response since it can render your system unusable.

Simple, you did not uninstall the software through the add/remove of the operating system. I would do that first then install the software and drivers for the new modem.

Through the network section of the Windows operating system. Remove the mdoems. Then reload your new drives for the new modem.

"Control Panel" --> "Network" --> click on the old modem, click "remove" and reload the new modem to establish the new modem.

Proceed on using the old driver to run the new card, it might work. Newer Windows keeps a hidden copy of the old driver somewhere and reinstalls as "convenience" for temporarily removed and reinserted card. If you manage to remove that hidden copy it would prompt to insert new disc.

Lucent WinModem is a generic oddity that Linux had to adapt itself to fit the modem, Windows may assume your new 56K is a WinModem in as far as circuitry is concerned.
