If it is an old PC, it probably has WIN98 on it. If it does, put the Emergency Boot Disk, in the floppy drive, and when it loads, type: "Format c: /s", that will format your hard drive. You can then reinstall Windows.

what operating system are you using
In windows xp a format is done from the installation disk
with windows 98 you need to make a start up floppy disk go to the control panel click add/remove programs click on the startup disk tab place a floppy in the drive and click create disk.
to format place the disk in the floppy drive and reboot it'll then start of the floppy but you'll be in dos at the prompt "a:\>" type format c: then just follow the on screen instructions when the formats complete place your windows disk it the cd drive remove the floppy disk from the drive and reboot windows will then start to install have you product key ready or you won't get windows up and running

If you are using a MIcrosoft disk it's an option in the setup process. If you are using a restore disk it will do it automatically.
