For a dock that is 12' wide you need some sturdy lateral stringers in addition to the framing for a normal float.
Start with your flotation. Then lay flat 20' long 2x6 utop your floatation. These are your sleepers. Then lay 12' long 4x8 four feet apart perpendicular to the sleepers. These are your Stringers. Then lay 2x8 joists on edge at 16" or 24". Double at outside edges. Use 2x6 on flat for the decking. skirt with 2x10. Use bolts and steel brackets when assembling. Use Galvanized ardox nails. Use pressure treated lumber.

If you are in any kind of rough water get an engineer to draw you plans. A float that large will break up very easily if it isn't built right.

First of all you will need this list:
Twenty four 9"x 10 ' planks light weight Cypress Balsam.
8 or 16 empty yellow and blue plastic beer drums sealed
4 Large blocks of square styrofoam for docks. 3'x 2'
Two sheets of attractive smooth inexpensive panelling
Two Wide planks light weight 12'
one sheet of 20 ' by 8 ' astro grass
Staple gun Small safe staples regular size or glue

assemble block with some support to contain plastic barrels, using eyehook and clothesline, or onionskin plasticroll, styrofoams are for leveling
On bottom insert plastic drums and holding assemblies
Panels on long side
Attach astro turf
Test near shore float will depend on weight of wood choice
Some kinds of balsa, balsam, birch, apple, blossoms work best.
Attach safe design ladder, diving boards, trampolines
once tested
Place finished design, watch for me near shore, and final
test will take place 5 a.m. when water is perfect. Blessings
for families, friends and good fishermen, if you drive this
with a ten horse electric, don't nap.

buy the floats first (they are expensive) 4' by 6' and frame them with 3" x3"x1/8" angle use some 4" pipe cut in about 6" lenths on the four corners and drive 3" pipe into the ground allow enough above the water for tides in salt water or rain if in a lake that will keep it stationary. then the walkway can be attached with a pivot pin off of the angle give yourself at least 5' of pivoting walk way to the solid walk way also attach it with a pivot pin (peice of 3/4" pipe inside 1 1/4" pipe should work) this is a general idea of how to buid one

if in salt water use galvinized steel and fasteners or stainless steel they will last longer

I have no plans to build a dock until I get myself some property down by the beach.
