because if you take twice the half its like multiplying by 1
for example: 2 times the half of 6, well half of 6 is 3. 3 times 2 is 6

You see, half of 1 and a half is 0.75 so therefore, when you multiply 0.75 by 2, you get the number you started with, 1 and a half.

2 *[(1/2) *(3/2)] (this is the given question)
It is same as [2*(1/2)] * (3/2)
simplifies to [1 ]* (3/2)...... ( because 2*(1/2) =1 )

again simplifies to (3/2) .....( because multiplying with 1 will give the same number )

3/2 is same as one and a half
