As long as the material you plant it in doesn't keep the roots constantly soaked it does not have to be all sand. Probably the best is to take washed sand and mix in a little potting soil.

Most wild cactus grows in dried out mixes of sand and poor soil so they are pretty tolerant. Just don't overwater.

if you not sure about how to mix your soil, peat moss and sand, there is a catus premix you can prchase at your local wal-mart or plant nursery store.
The trick is to plant your cactus on a well draining soil because cacti don;t like wet feet.

I pot mine in a 50 / 50 mix of sand and potting soil. That is if I re-pot them I really like to keep them in there native soil.
